Speaker: Paul Bosela, Ph.D., P.E., ASCE Fellow

Dr. Paul Bosela is a Professor Emeritus of Civil & Environmental Engineering at Cleveland State University.   He retired from CSU after 28 years of service, including ten years as Department Chair. He was a practitioner for 11 years before joining CSU and has investigated hundreds of failure cases for private clients. Dr. Bosela served on the American Society of Civil Engineers (ASCE) Forensic Engineering Division (FED), formerly called the Technical Council of Forensic Engineering, since 1986, including terms as Chairman of both the Executive and Education Committees. The primary purpose of FED and its education committee is to incorporate lessons learned from failures of constructed facilities into the education of civil engineering practitioners and students.   He served as a peer review team leader for the FEMA/ASCE World Trade Center Performance Investigation.

Topic: PROFESSIONAL PRACTICE, ETHICS AND CONSPIRACY THEORIES

 It used to be that whenever a major event occurred, conspiracy theorist would claim that it did not occur as reported, e.g. President Kennedy Assassination, Landing on the Moon, Collapse of the World Trade Center, Sandy Hook Shooting, etc. Today it has gotten worse, with internet stories making all sorts of claims, politicians making outlandish statements, and people simply believing whatever story is in agreement with their own beliefs.

In the past, most professional engineering journals were legitimate, peer reviewed journals, which evaluated the content of a paper to assure that the information was correct, followed the scientific method, and included appropriate citations of the current level of understanding in the field.  Now many journals are prejudicial in nature or predatory journals, which will publish anything for a price.

It is particularly difficult for lay persons to know what to believe when it comes to scientific and engineering topics. Engineers, by their level of education and practice, are in a relatively unique position to understand societal problems and provide leadership and guidance.  In order to do so, they must be able to research societal controversies and debunk false claims.

The speaker uses the World Trade Center Conspiracy theory as a lesson on how engineers should research and evaluate such claims.
